The Workforce Investment Act (WIA) offers an integrated and comprehensive range of services consisting of workforce development activities benefiting job seekers—adults, dislocated workers, youth, incumbent workers, new entrants to the workforce, veterans, individuals with disabilities—and employers.
WIA’s objective is to meet employers’ needs by increasing employment, job retention, earnings, and occupational skills among all job seeker populations. Job seekers first must meet WIA eligibility requirements to receive WIA-funded services. More information on the WIA program may be viewed on the WIA orientation video below. The orientation must be viewed prior to contacting a case manager or attending the next screening session.

Step 1: Gather Eligibility Documents and Fill out Paperwork
All WIA applicants must bring the following documents to their eligibility screening. Please refer to the STEP LETTER for a definition of each item.
Forms will be reviewed with the Eligibility Specialist at your Screening appointment.
To be eligible for WIA, you must meet eligibility criteria for the Adult OR Dislocated Worker category. You will only need to provide documentation for ONE of these program areas. For more information, refer to the STEP LETTER.
Step 2: Attend Eligibility Screening
Screenings are held at five SkillSource Centers by appointment only. Please use the link below to sign up for an appointment at the SkillSource Center nearest you. At the time of screening, you will need to bring ALL of the following:
- WIA Ticket
- The STEP LETTER
- ALL of the above eligibility documents

Step 3: Collect/Complete Enrollment Documents
Once eligibility has been determined, a case manager will contact you within the next few weeks to schedule a meeting. To expedite enrollment, please complete the following items to provide to your case manager at the meeting. If items are not complete, enrollment will be delayed. Please refer to the STEP LETTER for instructions on each item.
- Register in the Virginia Workforce Connection and complete the Work Interest Analyzer
- Visit and review the O*NET website
- Apply for the Pell Grant and/or Supplemental Educational Opportunity Grants (FSEOG)
- Complete the Work Keys assessment
